ok so if someone plays an arcane and then splices something on it can you counter the splice...

When you splice the spell in your hand, you add its effect to the card you are currently playing. This means that you really just add additional effects to this original spell, not making two separate spells. So because the effect is added to the original, and not cast as two spells, you can counter the original and also end the spliced cards effect as well, but you can't just counter one.

As you cast the required spell type, you reveal the card form your hand with the splice ability and add that ability to the first spell. Keywords are "as it's cast" and the splice card in itself is a spell. You may counter the splice, I recommend you counter the spell being spliced to nullify the splice and both the splice and the card being spliced are sent to the discard pile.

I believe Nick is correct here, you cannot actually counter the splice as its not cast per se, but added to the original spell. Of course, as he also points out, its a moot point as you can just counter the original spell.

Ok so for splice what that means is that if you play an arcane spell, if you reveal the Blessed Breath from your hand you can play it for the splice cost (one white mana) instead of the full cost of the card.
