i am familiar with majority of the rules about toons except this:
is your opponent battle locked if all monsters you control are toons???
is you opponent allowed to attack toon monsters with non-toon type monsters (excluding toon alligator)???
i am at a loss with this rule so pro-players kindly lend a hand. do expound if there is a special case about this when toon world is on the field.

I haven't played the game for a while, but if I remember correctly; 'real' toons (you're right about toon alligator) cannot be on the field unless toon world is on the field (or any card with the effect of toon world, I think there are others). If toon world is destroyed then all of your toons on the field are sent to the graveyard. Your opponent may not attack toons with regular monsters. Your opponent may attack toons with other toons. Toons can be affected by magic (spell) and trap cards. So in a way, if your opponent has no toons, no magic or traps that directly destroy toons, or any magic or traps that can destroy toon world, you are completely safe from them.

Again, I haven't played in a while so I could be wrong. I'll go ask my friend who owns the cards.

Edit: My friend says

"When Toon world is set on the field it costs 1000 life points, this has to be on the field to summon a toon monster, toon monsters cost an additional 500 each time it attacks, however it can be left on the field, without attacking, for free just as a good defence (as long as toon world is still there). The attacks can penetrate the opponents life points directly regardless of whether there are monsters or not on the opposing field, this is unless the opponent has a toon monster of their own , in that case this attack must be directed at that toon monster. To initially summon high level toons like Blue-Eyes toon dragon you still have to sacrifice for it to be placed out just like the original blue eyes. When Toon World is destroyed, so are the Toon Monsters. Personally I found Toon World to have one major flaw, toon world can be easily removed by using magic card expellers such as Harpies Feather Duster!"

1- no. If your opponent has a toon, they have to attack a toon. They can still attack toons with regular monsters. No toon direct attacks are allowed if Toon World isnt in play. Toon alligator is not a toon monster. A toon monster is specified on the card, like Spirit monsters are. Toons can be incredibly good. I'm so sick of the word 'Toon' right now.

Your toon monsters are subject to attack and effects of your oppt.monsters and spell/trap cards. Toons can attack your oppt. directly if there is no toon on there side of the field and toon world is activated on your side. Look into Toon Gemini Elf and Toon Goblin attack Force. They are special when it comes to toon world.

Toon Aligator is not a toon type monster and if your opponent has toon monster on the field you can attack the toon monster instead of attacking directly.
