Yes, you can activate urgent tuning during either turn, as long as it is activated in the battle phase

If you attack a monster, and then he uses Urgent tuning and changes his side of the field, you get what is called a replay...this allows you some options.

When a replay occurs, you get to decide if you want to still attack with the same monster that declared an attack and you get to re-select a target. If you decide to attack with a different monster, then you CANNOT attack with the monster that you were attacking with because it already declared an attack, and during the replay you decided it wasn't going to attack

For making your monster stronger, it depends on WHEN you activate the card to increase your monsters ATK. If you do it during the battle step of the battle phase...he can chain using urgent tuning and decide what happens from there. If he DOES NOT use the monster that is attacking as synchro material, then the the monster that is attacking MUST continue the attack because a replay DOES NOT occur.

However, if you activate a card to increase your monsters ATK during the damage step, then he CANNOT use urgent tuning because only cards that alter a monsters attack/defense or cards that have spell speed 3 can be activated during the damge step. Urgent tuning is spell speed 2, and cannot be activated during the damge step

I am not sure about the last card...but he can use any monster in his deck as long as one is a tuner and the rest are non-tuners...this card doesn't allow him to synchro two non-tuners together to get a synchro monster. As long as the regular conditions are met for a synchro summon, then he can use urgent tunning to do the synchro summon during the battle phase.

Hope this helps

Yes, it can only be used during the battle phase, but that can be either players battle phase.

If he does it when you attack then you would get a replay and be able to decide whether or not you want to keep attacking

If he synchro summons with it in response to your spell or trap then the new synchro monster will be able to attack, but it does not have to.

He has to use the monsters required for the synchro, so as long as he has a tuner and a non-tuner monster then just about. Some synchros require only spellcasters, or only EARTH monsters, but not all.

If the variety of monsters on your fringe of the sector differences simply by different card effects, mutually with Interdimensional delivery, a replay occurs. this implies that the monster can the two: A.) attack rapidly if opponent has no different monster on the sector. B.) elect yet another Monster as an attack aim. C.) elect to no longer proceed the attack.(observe: If the participant comes to a decision to no longer attack, like if the different monsters you have bigger attack, then he could elect to attack with yet another monster, however the monster he desperate to give up his attack with may be considered as to have attacked that turn, so it does no longer be waiting to attack with it returned in the process an analogous conflict section, till in any different case stated on his result, i.e. Mazata the Zapper) The C decision is the only everyone forgot to point. The changing of volume of monsters is likewise considered by using effects that take abring out a monster, consequently no longer changing the quantity you had, even nevertheless it nevertheless enacts a replay, mutually with Beast Soul swap.

1)If that happens then you can do one of three things:(1) continue the attack on the new monster (2) you can choose to attack a different monster (3) you can cancel your attack all together.

2) if he does activate it when he attacks, if he chooses to then yes he can continue attacking with the new monster

3)unless the sychro monster requires a certain monster then yes he can
