Say that i have royal oppression out, and strike ninja. Then I remove him from play along with 2 d.d. scout planes in my graveyard. What happens to my d.d. scout planes if they are negated? Do they stay removed from play, or sent to the graveyard?

I'm not sure how to explain this properly, but I'm pretty sure that they will go to the graveyard after they are negated. If there is nothing that removes these cards when they leave the field of play, then they will go to the graveyard. Once they are Special Summoned, they are now currently in the field of play and out of the Removed From Play zone. Which means when the cards get negated by Royal Ops., they will go to the graveyard. The same thing will happen to Strike Ninja if he is negated by Royal Ops. This is all assuming, of course, that D Fissure and/or Macro Cosmos isn't on the field.

FYI, this is a great combo to use with your DD Scout Planes as they can come back no matter how they get removed. So if you have Royal Oppression on the field and your opponent tries to negate it while you have either D Fissure or Macro Cosmos face-up, then DD Scout Plane will keep coming back as everytime he is being negated and removed from play is during the End Phase. It's a similar combo with Treeborn Frog, except that he is during the Standby Phase. So no matter what happens, your opponent can't negate his Special Summon.

Without a Dimensional Fissure or a Macro cosmos, or some other way to remove them from play, they will all go to the graveyard. They are being returned to the field and that is being negated, not them leave the removed from play pile.

Royal Oppression would destroy Scout Plane when it enters the field (after being removed from play and using its effect to bring it back). However, you wouldn't be able to remove Scout Plane from play if Strike Ninja's effect was negated by Royal Oppression.
