First of all, your deck is only 58 cards. Sixty cards is the general consensus for minimum number of cards in a legal deck.



Second of all, you have 28 lands, which means in mid- and end-game you will end up land locked, and not have spells to play. A good rule of thumb here is 1 land per 2 spells. In a 60-card deck, this would be 20 lands and 40 spells. As it stands, half of your deck is lands.



Third, you should really focus on one aspect of your deck, instead of running multiple ideas and trying to pass it off as one thing. If you are running white/blue control, there are much better ways to do these things than with slivers. Meddling Mage comes to mind immediately, but there are tons of other spells available to blue/white decks which can make control absolutely a breeze.



If you are going for a Type 2 (Standard) deck, then you should be running Hindering Light, Crystallization, and Cancel, among other things. Path to Exile and Oblivion Ring are great adds for a blue/white control. If you run Meddling Mage and Ethercaste Knight, you would have 8 effective creatures in your deck that can put out quite a bit of damage, in addition to stopping your opponent from playing up to 4 different spells per game.



If you are running a different type, such as Vintage, you can run Counterspells and any spells that give you card advantage such as Ancestral Recall. The list is far too big for a simple reply here, however.
