Yugioh King Dragun vs Spellbinding Circle?

Question

Does Spellbinding Circle target? I did some research online and when people explain its effect they use the word targeting but i want a definitive answer since there is no mention on whether it targets on Yugioh Wiki. Second question. If Spellbinding Circle does target i want to know if King Dragun or Lord of D can stop an already active Spellbinding on one of my Dragons when i summon them. SO example is this.

I attack with Horus Black Flame lv6, my opponent then activates Spellbinding Circle, my attack stops. Next turn I Summon King Dragun, his efect

(Your opponent cannot select any Dragon-Type monsters as the target(s) of Spell, Trap, or Monster Card effects. Once per turn, you can Special Summon 1 Dragon-Type monster from your hand.)

Since Spellbinding Circle is targeting would it now be nullified or will it continue to lock down my Horus lv6? Also i notice the wording is a bit different from the original text on my older version of the card. Has the rulings changed at all because of the new text or is it same rulings as original text?

Kinda off topic as well. Anyone know of any cards that have an opposite effect of Book of Eclipse? I want to flip my monsters down and be able to flip them all back up immediately, my own monsters. Trying to find a way around the Chain Materials effect that destroys fusion monsters at end turn but even if i use Book of Eclipse my monsters are vulnerable to attack during my opponent's turn since their defense is lower than their attack. Any suggestions are greatly welcomed. Need skilled players opinion on my deck as well so feel free to email me if you want to critique my deck ill send list.

Spellbinding Circle indeed targets.

However, King Dragun doesn't "Negate" effects that target, instead it "Prevents" cards that target.

If a Dragon is already being targeted by an effect, King Dragun cannot Prevent that since it already happened before King Dragun was Face-Up on the field

The order does not count relatively. considering that King Dragun is chosen as a purpose, his result could be negated, despite if, King Dragun's result does not enable ur oppenents monster to go with dragon monsters as a purpose, and therefor, King Dragun is basically not affected.
